Roof repairs planned for stadium and Bicentennial Park

City seeking bids on both jobs

Joliet plans major repairs for leaky roofs at the city’s baseball park and theater building.

The City Council Public Service Committee has given preliminary approval to the proposal to replace roofs at Duly Health and Care Field (formerly DuPage Medical Group Field) and at Billie Limacher Bicentennial Park.

The work will await a formal bidding process, however, after city lawyers decided against a plan to bypass the process because of the urgency of the repair work.

Both roofs are leaking and causing interior damage, according to a staff report.

The roof at the stadium covers the concourse area and certain interior facilities. It’s the original roof from when the stadium was built in 2002. The leaks have caused damage to stadium suites, rest rooms and the press room, according to a staff report.

The roof has deteriorated to the point that it can no longer be repaired, according to the report.

The city plans to add a new coating that seals the roof to prevent further damage.

The leaks at the theater building at Billie Limacher Bicentennial Park have led to damage of the auditorium, lobby, offices and backstage area, according to the report.

A membrane will be replaced to seal that roof, said Brent Fraser, facility assets manager for the city.

Fraser said he originally obtained local quotes for both jobs, a process allowed in emergencies if approved by a two-thirds majority of the council. But the city now will post both jobs for bidding.

“We’re going to send that out for a formal RFQ (Request for Quotes),” Fraser said. “Our legal department wanted that to go out of for an RFQ.”

Three companies were invited to bid in the original process with Adler Roofing submitting the low bid on both jobs: $135,000 for the stadium roof and $158,000 for the Bicentennial Park roof. Both bids were below the engineer’s estimates for the jobs, according to the staff report.
