Morris native Mark Cumba was selected as a San Diego County Top Attorney finalist in July.
Finalists were selected through a peer voting process conducted by the San Diego Daily Transcript, which determines the best lawyers in private, corporate, academic and government practice in San Diego County in key categories. Through peer voting, Cumba was selected as a Top Attorney in the category of Municipal & Government Attorneys.
Cumba is currently a deputy attorney general with the California Department of Justice. He is assigned to the Bureau of Medi-Cal Fraud and Elder Abuse, where he represents the state of California in investigating and prosecuting companies and individuals for illegally abusing the Medicare/Medi-Cal programs. He also investigates skilled nursing facilities, caretakers and other individuals for abusing or neglecting California’s elderly and dependent adult citizens.
Criminal cases he handles range from batteries and theft to large, complex, multi-defendant fraud cases and serious death cases. Additionally, Cumba handles civil matters, bringing suit against providers and companies alleging false claims and unfair business practices.
Cumba began his legal career as an assistant Cook County state’s attorney in Chicago, where he prosecuted criminal cases in the Public Interest Bureau, Narcotics Prosecutions Bureau, Juvenile Justice Bureau and Criminal Justice Bureau.
He then, as a civil litigator, joined various AV-rated law firms in Chicago and San Diego, where he handled product liability claims defending automobile, motorcycle, pharmaceutical and medical device manufacturers; professional liability matters defending attorneys in legal malpractice claims and personal injury matters ranging from slip and falls to automobile accidents.
After several years litigating civil cases, Cumba returned to public service, joining the California Department of Justice, Office of the Attorney General.
Also in July 2013, the California Board of Trustees appointed Cumba as a member of the Commission on Judicial Nominees Evaluation. As a member of the JNE Commission, he will assist the California governor in the judicial selection process. Cumba’s appointment term is effective February.
Cumba is the son of Mr. and Mrs. Cesario Cumba of Morris. He graduated from Immaculate Conception School and Morris Community High School, and from DePaul University in 1995 and Chicago-Kent College of Law in 1998.
He is married to Deborah Cumba, who is a deputy attorney with the California Department of Transportation. Together, they have two daughters, ages 5 and 3 1/2.
