Chicago woman charged with felony DUI in St. Charles

Driver, passenger fled accident scene on foot

ST. CHARLES – A Chicago woman was charged with felony aggravated driving under the influence and driving without a driver's license in addition to other offenses, police and court records show.

Brandii L. Parr, 21, of the 1200 block of West 76th Street, Chicago, was also charged April 14 with driving under the influence, driving without a valid driver’s license, driving without insurance, leaving the scene of an accident and disobeying a traffic signal, all misdemeanors, St. Charles police and court records show.

Police reports released through a Freedom of Information Act request state that at 1:46 a.m. April 14, officers responded to an accident at Kirk Road and East Main Street where the driver of the victim vehicle said he was about to turn left to go north on Kirk Road with the green arrow when another vehicle ran a red light and hit the front passenger side of his vehicle.

The driver, identified as Parr, and a passenger, had left the car and had fled on foot, reports stated.

Air bags in both cars had deployed, and no one was injured in the crash, reports stated.

Police determined that the vehicle was most likely related to a noise complaint at Pheasant Run, 4051 E. Main St., St. Charles, where a large party had been disbanded, reports stated.

Police were aided by an attendant at the Shell station, 2500 E. Main St., who said a woman who fit their description had requested a ride and left in a vehicle headed east on Main Street, reports stated.

Police later located the car at Pheasant Run, where Parr admitted she had been the driver of the vehicle involved in the Kirk Road accident, and that she had never had a driver’s license, reports stated.

Parr also admitted to police that she ran because she did not have a valid driver’s license, and her passenger ran because he had “a lot of weed” in his possession, reports stated.

Though police had observed Parr had bloodshot eyes, an odor of alcohol, with slow slurred speech and required assistance standing and to get out of the squad car, Parr said she could not be charged with DUI because she had not been drinking and had only smoked marijuana, reports stated.

Her blood alcohol level was measured at 0.021 percent, but she refused to submit to blood or urine testing, reports stated.

Parr was released on a $75,000 personal recognizance bond and is to appear in court on May 23.
