Lake in the Hills Village Administrator Jennifer Clough resigns

Community services director Fred Mullard named as interim village administrator

Lake in the Hills Village Administrator Jennifer Clough has resigned, and community services director Fred Mullard has been named as interim village administrator, according to a news release from the village.

The Lake in the Hills Village Board held a special meeting Thursday evening to formally accept Clough’s resignation and to appoint Mullard as her temporary replacement, according to the release.

According to the meeting's agenda, the board entered into a closed session to "discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the
public body."

The village’s administration department sent out a release Friday evening announcing the appointment of Mullard as interim village administrator.

According to the release, Mullard has worked with the village of Lake in the Hills since 2001, when he was hired on as deputy public works director and airport manager.

Mullard served as public works director for the village from 2005 to February 2018, when he was appointed to lead the newly created community services division.

As the director of community services, Mullard oversaw the community development and recreation divisions. He also represents Lake in the Hills on the McHenry County Hazard Mitigation Plan Committee and the Public Transportation Advisory Committee.

According to the release, Mullard served as a civil engineering officer with the U.S. Air Force for 24 years.

Mullard has a bachelor’s degree in civil engineering from the U.S. Air Force Academy as well as a master’s degree in public administration from Troy University. He also is a licensed professional engineer in the state of Minnesota, according to the release.

Neither Clough nor Mullard could be reached for comment Friday.
