Glen Ellyn trustees approve Panera Bread plans

2 office buildings to be razed to make way for Panera, other development

GLEN ELLYN – Two office buildings along Roosevelt Road in Glen Ellyn will be razed for a Panera Bread restaurant and other development.

Village trustees unanimously approved the plans at their Feb. 13 meeting. Clark Street Real Estate, owner of the Roosevelt Glen Corporate Center at 739-799 Roosevelt Road, wants to build a Panera Bread with a drive-thru. Two vacant office buildings at Roosevelt Road and Nicoll Way will be razed to make way for the restaurant, along with a yet-unnamed tenant.

The remaining five office buildings will continue to be leased out for office use, Glen Ellyn Planning and Development Director Staci Hulseberg told trustees. As proposed, the 10-acre site will be rezoned from commercial office to a more general commercial use, Hulseberg said.

No lane changes are being proposed on Nicoll Way as part of the project, Hulseberg told trustees.

"We actually had their traffic consultant review all the levels of service and the additional traffic that would be generated by this development," Hulseberg said. "It was recommended and confirmed by the village's traffic consultant that the existing configuration is fine. What's being proposed will actually generate less traffic than what was existing should it be fully occupied. It could easily accommodate the proposed traffic."

As part of the project, Clark is required to construct a sidewalk along Nicoll Way and Pershing Avenue within the public right-of-way. The sidewalk and required retaining wall is estimated to cost $52,000.

Because of the public benefit created by the construction of the sidewalk, the village will reimburse the petitioner from the Roosevelt Road tax increment financing funds in an amount not to exceed $52,000.
