Geneva’s Dunkin gets 30-day extension on construction permit

East side donut drive-thru expected to be completed

The construction at the Dunkin' Donuts on East State Street in Geneva seems to be halted.

GENEVA – Dunkin Donuts drive-thru restaurant on Geneva’s east side seems to be on track to complete its construction, officials said.

Its construction permit, which was issued Aug. 15, 2019, was set to expire Aug. 15, but the city granted the developer’s request for a 30-day extension, city spokesman Kevin Stahr, stated in an email.

“Dunkin has substantially completed construction for its new location on East State Street,” Stahr stated in an email.

“The developer is waiting for the parking lot lighting fixtures to be delivered and for IDOT to complete its review,” Stahr’s email stated. “There also is some minor landscaping and parking lot striping that needs to be finished. The developer requested a 30-day permit extension, which has been granted by the city, to accomplish those tasks.”

The special use drive-thru for Dunkin Donuts at 206 E. State St., Geneva, was approved in a split vote in November 2018, with aldermen voting 5-5 and Mayor Kevin Burns casting the tie-breaking vote to approve it.

Geneva aldermen had also approved an incentive package for the Dunkin Donuts, a $70,000 grant and sales tax rebate up to $102,000.

The economic development incentive is not payable until after the project receives a certificate of occupancy from the city, according to an email from Stahr

“The incentive was structured as a reimbursement, and no public funds were advanced for the project. If the project is not completed, no incentive money will be paid to the applicant,” Stahr’s email stated.
