ELBURN – The Elburn Village Board unanimously approved an annexation agreement with CalAtlantic Group Inc. for the eventual development of Fox Pointe Subdivision along Route 47 at its meeting on Sept. 8.
The planned development of 154 home, 75-acre properties will be located north of and adjacent to the Prairie Valley North subdivision. The development will be done by Lennar Homes.
The Board approved the preliminary plat/engineering plans in Dec. 2019.
The annexation agreement includes the approved preliminary plans, but the final versions will have some changes, per the memo from Village Administrator John Nevenhoven to the Board.
"Some lot lines have changed, the location of the lift station will move and other minor corrections are anticipated in the final plat and engineering plans," the memo reads.
Prior to the vote, some minor discussion ensued regarding specifics for exceptions within Elburn's subdivision control ordinance on aspects like the water main pipe material and potential speed limit changes nearby. None of the discussion had ultimate bearing on the outcome of the vote.
"...We take pride in our sites and our site plan," Lennar's Rick Murphy said.
The Board also finally approved amendments to its updated comprehensive land plan, a vote that was initially delayed two weeks ago for further review by Shodeen Development.
The Planning Commission approved the updates in February and the Committee of the Whole reviewed it in March. The Village Board must act on a recommendation from the commission within 90 days. That time span has elapsed.
Two changes were previously made, including changing the village boundaries to the northeast of Route 47, and a change in the Growth Strategies Plan that involves a J-shaped parcel of land bordering South Street that is owned by Shodeen.
The Board also approved the purchase of playground equipment for the Elburn Station Community Park. The total for the equipment, a multi-use court and other amenities will cost a total of $94,576 – well under the original estimation of $125,000. The village will be on the hook for a third of the total payment, splitting it also with Blackberry Township and Shodeen.
