Sterling felon facing new cocaine charges in Lee County

DIXON – A Sterling man with a long local criminal history – and who’s already facing felony cocaine charges in Whiteside County – is back in jail today, charged with dealing cocaine in Lee County as well.

Andrew William Knapp, who turns 27 on Thursday, was arrested by the Illinois State Police Blackhawk Area Task Force around 11:30 p.m. Sunday.

Knapp is charged with unlawful possession of more than 100 but less than 400 grams of cocaine with intent to deliver, which carries 6 to 30 years in prison, and unlawful possession of more than 100 but less than 400 grams, which carries 4 to 15 years.

He is in Lee County Jail on $1 million bond.

His application for a public defender and a request for a bond reduction were denied Monday. He has a preliminary hearing Wednesday.

Knapp also is charged in Whiteside County Court with felonies in two 2016 cases. He was charged that March 28 with possession of a controlled substance, punishable by 1 to 3 years, resisting arrest and possession of marijuana.

He was charged that Nov. 15 with four felonies: possession of less than a gram of cocaine with the intent to sell near a park and being a felon in possession of a firearm, both punishable by 4 to 7 years, and possession of less than a gram of cocaine with intent to sell, punishable by 1 to 4 years.

When Knapp failed to appear at a Jan. 19 hearing in the first case, a warrant was issued for his arrest, but “over strenuous objection” by the prosecution, the warrant was quashed on Jan. 31, and he remained free on the $35,000 of his $350,000 bond he had posted in the latter case.

He has a pretrial hearing Wednesday in the first case, in which he is represented by Majer, Sheen & Piereth of Yorkville, and a March 21 hearing on a defense motion to suppress evidence in the second, in which he is represented by Mertes & Mertes of Sterling.

He also was charged with two counts of misdemeanor DUI on Feb. 14, 2017; that case also is proceeding in Whiteside County Court.

Knapp has nearly a decade-long history of felony convictions in Whiteside County:

In November 2008, he was sentenced to a year and an half for theft.

In November 2009, he was sentenced to 2 years for knowingly damaging property worth more than $300 but less than $10,000.

In 2010, he was sentenced to 7 years on two counts of being a felon in possession of a firearm. One count of being a felon in possession of body armor, which carried 6 to 30 years, was dropped.

In May 2012, he was sentenced to 2 and a half years for aggravated battery in a public place.
