Man released from Will County jail after bond reduced

A Joliet man has been arrested in connection with the sexual assault of a 16-year-old male, police said.

About 10 a.m. Tuesday, David. Powell, 38, of the 200 block of Clement Street was booked into the Will County jail on charges of criminal sexual assault and aggravated criminal sexual abuse.

Joliet police Sgt. Dwayne English said Harvey police officers responded to an address in their city on Dec. 13 for an incident involving a report of a criminal sexual assault that occurred in Joliet earlier the same day.

Officers determined that a 16-year-old reported “a sexual assault by Mr. Powell while at his home in Joliet,” English said.

“Detectives working the case identified Powell as the suspect,” English said.

He added that the Will County State’s Attorney’s Office approved the charges and a warrant was issued for Powell’s arrest on Feb. 23.

Judge Donald DeWilkins signed a $500,000 warrant for Powell’s arrest.

The criminal charges alleged Powell engaged in a sexual act with a male minor.

Powell’s attorney, Steve Haney, filed a motion to have his client’s $500,000 bond reduced because he lives with a spouse in Joliet and has significant ties to the community.

Haney’s motion further argued Powell has no criminal history and he was attending school for computer animation.

Haney argued the $500,000 bond was “oppressive” and there was no evidence that Powell would fail to appear in future court hearings.

On Tuesday, Judge Dave Carlson granted Haney’s motion and reduced the bond to $100,000. Carlson ordered Powell to have no contact with the victim or his residence.

Powell was released from jail Tuesday after posting 10% of his bond.
