WAYNE — The Kane County Sheriff’s office is investigating allegations the Wayne Village president’s husband shot to death a neighbor’s dog on Tuesday, Sheriff Ron Hain confirmed.

Hal Phipps, the husband of Wayne Village President Eileen Phipps, allegedly shot and killed the animal on Tuesday.

“We were first on the scene,” Hain told the Kane County Chronicle on Wednesday. “There is no report yet, it is still under investigation. … We are doing the investigation for Wayne.”

Hal Phipps declined comment when reached by phone Wednesday night.

Hain said Hal Phipps told authorities the dog was on his property and being aggressive toward him, so he shot it in self-defense.

Maps show that the Phipps’ and neighbors’ properties back up to the Fox River.
