Geneva D-304 approves nearly $21.1M buildings’ capital improvement plan

Upgrades recommended over 7 years for new roofs, repairs, replacements

GENEVA – The Geneva District 304 School Board on April 12 unanimously approved a nearly $21.1 million capital improvement plan for upgrades and improvements to all nine of its school buildings, the administration office and the bus facility on Keslinger Road.

The plan, presented by Director of Facility Operations Scott Ney, covers the next seven years.

At Geneva High School, the roof and carpet are 20 years old and both need to be replaced. The Fritz quartz tile installed in 2000 is cracking throughout the building and has faded. The stagecraft and cafeteria bathrooms are more than 46 years old and need to be updated with new flooring, plumbing, fixtures, sinks and toilets. The high school also needs a new boiler.

Other recommendations in the plan include:

• Geneva Middle School North: The flooring is 15 years old and needs replacement. The parking lot will need to be seal coated and cracks filled in the next three to six years.

• Geneva Middle School South: The contest gym floor needs to be replaced and the stage lighting in the cafeteria, which is original to the building when it opened in 1994, has started to fail and needs to be updated. The school’s flooring is 13 years old and needs to be replaced. The generator is 27 years old and needs replacement because of failures and increasing repair costs.

• Harrison Street Elementary School: Roof sections have been repaired, but additional flashing repairs and tuck pointing will be needed to address areas that leak. A roof section that was installed in 2000 will need to be replaced this year. Another roof section that was installed in 2000 will need to be replaced in phases over the next two to four years. The school’s cabinet unit heaters need replacement. Several air handling units need to be rebuilt or replaced. Boiler and secondary pumps that are 22 years old need to be replaced with energy efficient design.

• Western Avenue Elementary School: The roof will need to be replaced or a waterproof restoration coating added in the next seven to 10 years. Nine cabinet heaters are more than 25 years old and need to be replaced. Two boilers are 31 years old and no longer efficient, requiring them to be replaced. The parking lot needs to have cracks filled and seal coated within the next four to six years.

• Mill Creek Elementary School: The paved area by the playground is a trip hazard because of cracks and heaved sections, requiring that it be resurfaced. The hot water heater needs to be replaced. Two boilers and boiler pumps are original to the 1995 building and need to be replaced. The flooring is 12 years old and needs to be replaced within the next three to seven years. The emergency generator is 25 years old and needs replacement in the next two to three years.

• Heartland Elementary School: The gym floor is 19 years old and needs to be replaced. The roof will need to be replaced or a waterproof restoration coating added in the next five years. Two boilers and primary boiler pumps are original to the 2002 building and need to be replaced. Its emergency generator is 19 years old and needs to be replaced in the next six to seven years. The parking lot needs to be crack-filled and seal coated within the next four to seven years.

• Williamsburg Elementary School: The hot water heaters are original to the 2008 building and need to be replaced within the next two to five years. The parking lot also needs to be crack-filled and seal coated within the net two to five years. The chillers are 13 years old and nearing the end of their service life.

• Fabyan Elementary School: The two hot water heaters are original to the 2009 building and need to be replaced in the next three to seven years. The chillers are 12 years old and nearing the end of their service life. The parking lot also needs to be crack-filled and seal coated within the net two to five years to extend the life of the pavement.

• Coultrap Educational Services Center: The fire alarm system needs to be replaced. The fan coil and condensing units, which cool the building, were installed in 1996 and need to be replaced. A hot water heater installed in 1996 needs to be replaced. The roof will need to be replaced or a waterproof restoration coating added in the next five years. There is no buildingwide automatic sprinkler system, so it will need to be upgraded to meet fire protection standards within the next seven years.

•Keslinger Transportation building: The heating and ventilating system is original to the facility, which opened in 2004, and will need to be replaced. Florescent lighting will need to be upgraded to energy efficient LED fixtures. The roof will need to be replaced or a waterproof restoration coating added in the next seven to 10 years.
