Police locate shooting suspect who fled crash scene near Lisbon

YORKVILLE – The subject involved in a manhunt with Kendall County Sheriff's deputies following a traffic crash near Lisbon now has been located at a Rockford area hospital, according to police.

Sheriff's officials wrote in a Tuesday, Sept. 29 news release they reached out to surrounding law enforcement agencies and area hospitals providing information about the incident and the possibility of Clarence Otis seeking medical treatment due to the crash.

"On September 29, 2020, a subject claiming to be Clarence Otis checked himself into a hospital in Winnebago County for medical treatment stemming from a traffic crash and indicated he was being sought by police," sheriff's officials wrote.

Sheriff's officials wrote that Rockford Police Department will be taking Otis into custody on his outstanding arrest warrant out of Fulton County, pending release from the hospital.

Following the Thursday manhunt, Kendall County Sheriff’s deputies wrote in a Friday news release they responded to the 16000 block of Quarry Road in Lisbon Township for a report of a vehicle stolen from the driveway of a residence. The theft was believed to have occurred at about 3:34 a.m. Friday and to be related to the earlier hit and run traffic crash and subsequent search, according to the sheriff's office.

There was no current address for Otis provided to Record Newspapers.

The update comes after local police agencies were unable to locate Otis after he fled the site of a motor vehicle crash Thursday afternoon on Route 52 west of Route 47 near Lisbon. Police had learned Otis was a suspect in a shooting in Canton, Illinois earlier in the day and wanted on arrest warrants for aggravated battery with a firearm and aggravated discharge of a firearm.

Police previously said Otis did not have any arrest warrants out of Kendall County at the time of the incident.

Kendall County Sheriff's Dep. Dan Briars said Tuesday the Kendall County investigation continues and is still active. He said there have been no charges filed against Otis out of Kendall County as of about 8:30 p.m. Tuesday stemming from the Thursday incident.

"However, it is certainly a possibility that charges could be filed in the future as the investigation progresses," Briars said.

Sheriff's officials wrote in the Tuesday news release detectives will continue to work with supporting agencies to bring these cases to a close.
