Man charged with felony violation of protective orders – in the courthouse

Charge stem from East Dundee resident's behavior in courthouse hallway

ST. CHARLES TOWNSHIP – An East Dundee man was charged with felony violation of a no-contact order while he was at the Kane County Judicial Center, according to Kane County Sheriff’s reports.

Raymond M. Yarem, 64, of the 400 block of King Avenue, East Dundee, was charged Sept. 1 after he and the couple who were under the no-contact order were leaving a courtroom, the sheriff’s report stated.

“Due to the statements Raymond made in the hallway, they had felt harassed, threatened and in fear,” the report stated. They “requested Raymond leave the area of the hallway, Raymond didn’t need to be right next to them. (They) had felt threatened enough to have (to) contact court security.”

While the couple’s attorney was speaking to them in the hallway, Yarem approached asking questions; the attorney told him to leave the area, the report stated.

“Raymond then began speaking loudly on the phone while walking around his clients … the comments referred to his clients and him as liars,” the report stated. “At that time, (the lawyer) contacted the bailiff.”

The charge against Yarem is a Class 4 felony, punishable by one to three years in prison and fines up to $25,000, if convicted.

Yarem was released on a $20,000 personal recognizance bond, and ordered – again – to stay away from the couple. Yarem is scheduled to appear in court Oct. 5.

Court records show that before Yarem was charged with a felony, he was charged with five misdemeanors involving harassment, violating no-contact orders and terms of his bond.

In all but one case, Yarem was released on his personal recognizance, records show. He posted $500 bail or 10% of a $5,000 bond on charges filed Dec. 27, 2019 alleging telephone harassment and resisting arrest, records show.

On Aug. 3, Yarem pleaded guilty to:

• A Feb. 6 charge of misdemeanor lewd telephone harassment and telephone harassment with no conversation. This involved the couple connected to the new felony charge, who also had an order of protection against him, court records show.

• A July 21 charge of two counts of violating the terms of his bail bond, which required that he have no contact or communication with another couple for whom he was charged with making harassing phone calls, court records show.

• A July 25 charge of violating an order of protection by being within 500 feet of another East Dundee address associated with the couple from the Feb. 6 charge, court records show.

For those three guilty pleas, Yarem received a conditional discharge. He was sentenced to 24 months of court supervision – with no contact with any of the victims – from Aug. 3, 2020 to Aug. 3, 2022, to run concurrently for all three cases, records show.

Yarem was also ordered to complete a psychological evaluation at the Kane County Diagnostic Center, provide the court with proof of completion and comply with all treatment recommendations, court records show.

Yarem is scheduled to appear in court Sept. 21 in Elgin branch court for a status hearing on his conditional discharge, court records show.

Court records show that because Yarem pleaded guilty in the three other cases, misdemeanor charges from Nov. 4 and Dec. 27 were not prosecuted.

Yarem had been charged on Nov. 4, 2019 with misdemeanor disorderly conduct, in that he took a bird feeder off a pole, removed the pole, and threw both to the ground, alarming the woman who owned them, according to the charging documents.

In the same incident, Yarem was charged with misdemeanor aggravated assault when he allegedly threatened an East Dundee police officer who was arresting him, stating he would “kick you(r) [expletive],” placing the officer in fear of receiving a battery.

Yarem had been charged Dec. 27, 2019 with two counts of misdemeanor phone harassment by making phone calls and not speaking; and also with resisting or obstructing a police officer by refusing to open his door after he was advised he was under arrest, according to the charging documents.
